Its super boring, you only used like greys. I would definantly add more colors. A few gradients, and it would look way better.

i would make it so the header, navbar and content box are all the same width. at the moment it's not too bad in IE but in firefox the navbar is a bit wider.
also, you should definitely use standard scrollbars to prevent confusion.

Thanks for the input.
The site is complete on the coding and navigation end.
My next step will be to start working on color scheme
and aesthetics.
I think the target audience for the
site compliments the design.
The scrollbars are a bit challenging the way I have them
on the layout. I positioned them on the right of the
content to which they are supposed to scroll but they
didn't work properly for some reason. So I will work on
the different variables for getting them to work. If not
to the scrollbars.

Didnt even see the scrollbars the first time I looked...Definately fix that I didnt even know what they were used for. I would even suggest not going with that concept at all (the scroll bars)

The above comment sums up the site content, it needs spicing up. Dont use gradients as someone else stated, use some nice soothing pastel colours, with maybe a bright contrasting highlight colour in very small doses.
The structure/layout is ok except the firefox navigation bug.
Get rid of the internal scrollbars on the longer content pages, if you want small pages have a NEXT link. Or make people scroll a wee bit.
Code validates, but I would love to see this as a tableless design.
