Or take a step back and let the server handle it (either by blocking requests in http.conf [or .htaccess ] or on the hardware itself).

Sounds like a good plan.
Maybe you should consider installing the warning system mod to make the job much easier for the mods to take care of.

good idea, i thought there was a need for more mods to prevent the community weakening any further. good luck to ervyone, i've done it at quite a few forums, it's a though job, but the respect you get (i disagree with anthony, on decent forums like this one, people do respects mods) ,keeps you doing the job

theres no real way to block proxies, because by blocking proxies you may block un-proxied connections

Yes Hakeem is a new admin, the new Mod's that will be appointed are a seperate issue though.
