I agree with Mikka also, Traffic is more important than PR.. To rank high on SERP is more important than to gain PR..

Well the post above says a lot about web traffic but for getting High PR
you need to make lots of quality backlink from relevant websites. PR depends on the no of backlink and the quality of pages as well. Linkbuilding can be done using several techniques like article submission,blog commenting, forum posting, social bookmarking, press release submission.

PR is not useless because its a good indicator to how many authority websites link to yours and most webmasters check the PR of a website to determine value and advertising rates. To increase PR you simply need to increase your backlinks..the more the better and quality is an added benefit.

Page rank is always associated with back links.. To get higher PR value, you need to get tons of back links.. In order to these, you need to participate in all of the SEO strategies.. Make sure that you get quality of back links to get better chances in achieving high PR value..

Page rank is important too. To increase your Page Rank, you must concern on your link building. Get as much as possible quality back link and concern on your out bond link too. Don't too much. Clear all useless link or make it no follow like widget etc.

I disagree that page rank is useless. A lot of people use that to gauge if your site is legit. It's also good for selling text links to earn a little bit of extra money.
