  Old  Paypal not issuing refunds?

Dear SleekSkins,

We have concluded our investigation into the following buyer complaint:

Case ID: PP-095-544-216
Transaction Date: Jun 12, 2005
Transaction Amount: -$125.00 USD
Seller's Email: ask@chrisgwynne.com
Seller's Name: Chris Gwynne

After careful review, we have determined that the seller is at fault but
regret to inform you that we were unable to recover any funds from the
seller's account. As stated in the PayPal User Agreement, recovery of funds
associated with a Buyer Complaint cannot be guaranteed.

If this transaction took place on eBay, we encourage you to contact eBay to
determine if you qualify for partial reimbursement under eBay's Standard
Purchase Protection Program. If this transaction took place on another
auction site, we encourage you to contact that site to see if they offer
insurance or dispute resolution.

We appreciate your business and apologize for any inconvenience this
situation may have caused. Please know that we will make our best effort to
recover the funds in question if they become available in the seller's
account in the future. Please also be assured that we will take appropriate
action against the seller. Such action may include issuing a warning, a
temporary restriction, or terminating the account. Keep in mind that PayPal
uses a number of factors to determine when to take action, including member
complaints. Due to privacy laws, we cannot discuss the details of any
action taken. We hope you understand our policy and that it assures you
that you are safe using PayPal.

To ensure that future transactions proceed smoothly, we recommend that you
review these Security Tips:

Sincerely,

Protection Services Department
I filed a buyer's claim on Paypal hoping to get a part of the money Chris Gwynne ripped off from me, the case got resolved today after the seller (Chris) didn't answer and that's the reply I got. The case was decided in my favor but they couldn't get the funds back, what the?! I had a client do the same to me (no I didn't scam him, very long story) and he got his refund, even though I didn't have the funds in my account, elaving me with a -$150 balance. I don't get this, pisses me off that he's gonna get away with it and I won't even get a penny back.

It's not really paypals fault, they don't do anything wrong....if you took the time to read the terms of service and other agrements you signed up to you would know this. Often people who complain are those who have been ripped off by an individual, but it's hardly paypals fault.....at the end of the day if Chris has nothing in his account and has removed his CC info, nothing can be done.
