Bob was a "shell" (I use shell loosly, it was more like a program that ran on top of windows) for 3.1 and 95, but never really went anywhere, and was discontinued before 98.

The "Operating System" is what your computer uses to determine how you view things on your computer. Most computers come with Windows (OS) built in. Different versions, of course.
