ExpressionEngine and WordPress. Both are free (EE is paid, but there is a free non-commercial liscense).

I would go with Wordpress if I were you. It's free, and there are countless themes and plugins to enhance it's capability.

P.S. You are breaking TFL rules with that signature and I would remove it if I were you before you get suspended.
