A Few questions

Okay so my plan is to have a site where people can submit their feed icons for people to download. I want them to be able to add a link to their site and have their icon packs be rated. I was planning on it basically being like the script used on css20.com except with extra the option to download the files uploaded, and for the user to add the site of their choice when people view the pack.

Anyone have an idea on how I can do this?

Probably, investing for development is one of the main sacrifices to your allowence. But sometimes is a good idea if you know you'd be able to get your money back.
