I don't believe so, Robson is saying that people should not PM people advertising their website.

To be considered spam something needs to be unsolicited. If someone asks you about your services then they have solicited a response from you.

Hmm, this is definetly a problem. There's a lot of this on my graphics forum as well. Pretty annoying stuff. Good luck getting everything sorted out. I know the feeling, ban somebody, they get pissed, somebody else gets mad, then it's just anarchy . Well good luck
