You're on satellite internet and I'm assuming you are not in a populated area. That is about the speeds you'll get out in rural America given that type of a connection. While 9kb/sec is slow for an upspeed its not unexpected since the emitter on your computer is much weaker than the one on the transponder. I'd also assume it fluctuates up at times as well.
