NEeD a particular CMS or Custom, not sure

I'm going to make a site but I'm not sure on the coding side of it. I need it to have a main page that is constantly updated with users submissions. They will be links to other sites (sorry for not telling to much, it's kinda secret at this moment). The links will also be alble to have some form of user chosen graphic or one they upload, and it will also have tags added. These tags will be added to a database (one of those bigger, means more things).

Also submissions will have a date that they will end, users will put that in too. So the front page will have somes items that are newest and some that are ending soon.

I will need to have an admin panel to change, delete, and moderate submissions.

Also a small forum would be added on also and a newsletter option.

Any ideas what I can use or that can be modded, or would it need to be custom built.

I have used CMS Made Simple which I thought was pretty good. Not a really large community, but there are some interesting developments/modules/tags etc.

You'll have to make your own for something like this..

simple custom cms should do this, pay no more than $400
