In Need: Toolbar CAB to EXE creation/installation program

I'm using Dynamic Toolbar (http://toolbar.visicommedia.com/en/) to create a IE toolbar. Unfortuantely, it only offers a web install program (not an exe creation/install program), and its been a pain to get SP2 to accept the cab install (without a code signing cert).

So I need to be able to convert the cab to an exe so a customer of mine can have his visitors install it (as well as be able to include a directory where the toolbar config file is installed (and that the cab uses to configure the toolbar, etc).

But I would like to have this program around so I can use this for future projects.

If you can do this, or know of something simple that can do this for me (already available), I would greatly appreciate it!

I'm looking to spend only $20-25 (all I have right now - literally - but it is a simple project).

Thanks for the link.... But I already have that Builder But since it doesn't have the popup builder integrated in v2 (yet), I can't really use it.... Unfortunately...
