Someone wanted a buzzword, and they sure did get one.
Web 2.0 should have nothing to do with the style/design of a site.
Web 2.0 is basically an advance in ideas / and application on the internet in my opinion.

The design of the site creates the usability. So.... Though it may not have to do with the style, it definately has to do with the design.

Yeah, i understand and agree with that point.
But i hope this fad of the falsehood Web 2.0 style stops soon.
