Old  Online Service Trading Tariff & Tax?

Hello!
I was watching a TV show last Wednesday and they were talking about how freelancers must pay their taxes and so on. But what they didnít mention was about Import/Export Tariffs. If you see it from a legal point of view; when you outsource, you are having a product manufactured in another country. When they send it to you, itís exported and when you receive it, itís imported. So what happens to all these fees? I would definitely want to skip them, but any clue on how to do that when they ask me to pay?
