A vector for different production needs. But for different specifc applications. You might want to convert to jpgs, pngs, etc.

Depends on how it will be used.
If printed then I owuld go TIF.

For screen work I would go PNG or JPG

You should always opt for vector images because it will never allow images to get distorted.

depends on what you need the logo for. If you're going to have to resize for print etc etc, and you need it really big, then vector, you want lose image quality. If it's just for web, then jpeg is fine.

I would say start out with vector, then convert it to whatever the application may need. better to make it scalable and not need it than make it too small

The fact that a logo is vector or not doesn't really matter - it's all a matter of how good (creative) the designer is!
