I'm 15, and I've had a paypal account since I was 14. I haven't had any problems sending or recieving money.
My account's linked to my debit card, but I haven't tried withdrawing any funds yet. I've now successfully linked it all up, but I await my first withdrawal.
I'll be interested to see if my bank and paypal realise that I'm only 15 during the process.
I'll let you guys know!

Be careful with that. Tax problems could easily come up. You can't file independently, the IRS will begin to wonder who the money is going to. Do you really want your parents to be hit with an audit? Or you to be hit with a tax evasion charge? Thats a criminal charge. And trust me, the IRS wont think twice before doing it, all they want is their money.
I wouldnt advise lying about your age.

I have my paypal account, had it since end of Jan and withdrew money twice now and have no problem. Depending on who your bank is they may or may not care. I am with BOA if you know what that stands for. Im only 16, my parents dont even know I have one. IRS will only find out if your bank tells them but they have not seemed to notice I have been withdrawing from paypal and bank with no problem.
But we will see.

It's not a Credit Card, debit is using your funds. Not funds that you don't have.

True, you don't even understand what I have to go through to have a PayPal account.
I have to record every cent that comes through, blah blah, so my father doesn't get taxed for my income. It's hell, but I have to do it.

People under 18 are allowed to make money. If you review their user agreement, you would notice that it's actually legal to have an account in the United States while being under 18 but over the age of 13.
Edit: I should mention that I had a paypal account since I was probably 14 in my own name. I've never had a problem with my account. As long as you do not do something that raises a flag on your account, you won't have any issues.

CreativeLogic, what you linked to there was a Student account, not a normal account which I think is the topic of concern here.
To confirm what has been said, it is written on their User Agreement:
To be eligible for our Services, you must be at least 18 years old and a resident of one of the countries listed on the PayPal Worldwide page.

That being said, I have had a paypal account for a good while now, have had some interactions with them (upgrading then degrading to / from a business account etc.), attached my debit card to the account and am still younger than the 18 year minimum age requirement.
If you stay clear of anything inconspicuous you should be fine.

private one makes sense however write to their customer care and check about your underage... i have written to them for other queries and they do reply fast so you should get your reply in a couple of days
