VB Header & Navbar Coding

Hiya iam currently looking for a vbulletin coder, someone who has a good knowledge of the vbulletin templates.

What i want coding is a new header and navigation bar, we have designed the graphics for this which can be seen below.

On the below image you will see that the Logout button is orange this is not a hover over it will always be this colour and when a user is NOT logged in that will then turn to 'Register'
