I wanted to know how people make that design in the upper right corner..

It looks somewhat like the apple wallpaper, but I've seen tons of designs with it.

Can anyone tell me how or where I can learn to do that? Thanks..

It's called SineDots.

But you can do it with the pen tool with gradient tool, paintbrush, eraser, etc. and it's not too complicated.
