If you would like to open a .ISO file try Daemon Tools.

Alcohol 120% or 52% was a solution I've heard over and over and over.

ive used both alcohol120% and Daemon Tools.

It depends what you want to do.

Alcohol120% is for burning the iso to a CD, and then running it from your tray.

Daemon Is good for if you DONT want to burn it, but you do want to run the application, (In that case, right click on your Daemon thing in your task bar once you downloaded it, and hit "Mount" and pick a drive you arent using {Usually something like S or F} and mount the ISO.

To boot off an ISO, you need to burn as image. Go figure windows does not have a default way of doing this, I use http://www.burn4free.com/ , although nero is the best IMO
