maybe its just me but it says
42" Widescreen Plasma HDTV
Seems to be HD to me? but i could be wrong.

LCDs last longer. Personally I'd go with an LCD not plasma!!

If max res is 1024 * 768, it's not HD, regardless of inputs.

Ya, it is. It's not 1080p (it is 720p), but it's still HD regardless.

Hmm, I know that TV's with that resolution in the UK are no longer allowed to be sold off as "HD" because of new standards. Pretty sure of that.

I'm pretty sure you are wrong. You are probably misunderstanding the 1080i/1080p nonsense.
Look at amazon.co.uk, selling plenty of 720p HDtvs.
