Yeah it is very easy; its more like HTML than PHP; but you can also put in normal programming into it which is more than handy - mainly C# but also any .NET Language - which is everything from Visual Basic to J# to Cobol if you have the Compiler installed on your Windows Server.

You do need a Windows Server - but they're getting cheaper and cheaper now and you can find many at the same price as Linux Servers with everything on Linux Servers but with a better Control Panel (I love Plesk personally, but Helm too) and ASPX. MSSQL is pretty cheap now too, $10 for 100Megs, and so on.
