It's vector art. It's possibly one of the more intriguing digital art forms that have came together in the last few years. You can do a whole lot with just freehand drawing or scanning a sketch you have of something and transforming it into vector shapes.
From what I know, vector is just mathematical equations and not image pixels. It requires its own special file format which is EPS, I believe.
