Hiring Web Designer for New Website

Looking to hire a web designer for a new website for an arts business. It's going to be a CMS-based project.

Need someone able to design to the following specs:

- Support multiple language content
- Event calendar that can be updated, shared with social networks and potentially synced with compatible platforms (maybe an RSS feed?)
- Interface with 3rd party ticketing systems, to be defined.
- Compatibility / scalability with multiple browsers (IE, Firefox, Chrome, Safari) and platforms (PC, iPhone, iPad, Android, BB)
- Newsletter management system included in the CMS
- Ease to update the website with new content
- Sharing pages through social networks
- SEO will include dynamic header and page name optimization.
