You aren't SELLING VBulletin which is against their rules, you are buying someone else's license, and if it's an owned license, it's completely legal.
Whilst you are free to sell your owned license, we'd advise anyone purchasing a second hand license to be extremely cautious to avoid fraudulant or fake sales. See this thread for more details.
We have a license transfer policy in place to protect against possible fraud attempts to obtain licenses. The transfer policy states:
Jelsoft may, in its discretion, allow you to transfer your license to another party, providing the license:
- has not already been transferred in the previous 12 months; and
- was purchased more than 3 months in the past.
-is an active owned license
