What do you use Icons for on a Website? Or is that not what an Iconist does?

Just to spice up layouts and stuff. Put them in navs or something. I really suck at drawing. Even with my graphics tablet, its tough.

Just a question, but are most icons made in photoshop? I have never worked out how people make such great icons..
