The Best book to learn PHP is Headfirst PHP & MySql. Its great and teaches you php from basics, easy to understand and funny too.

Asp.Net is best option for you. it is very easy to learn. there are various kind of free websites, article available to learn Asp.Net.

If you want to learn it, then http://www.w3schools.com/
is the best start, Then Any books from Apress, I find their books the easiest to understand

And forget about copying and pasting codes at the start! And i think it will be better to work without an IDE
