Design comes from inspiration and your concepts. Look at great websites and be inspired. For coding, study from books or online tutorials.

I saw a basic job for a custom IPB skin, and took it from there.
I started out just changing CSS values etc on free templates, then I used various online sources like Pixel2life to learn more and help expand my skillset.

First of all, you need concept. Secondly, you need skills. You cannot do anything, if you don't know how to do. And thirdly, you need to be perceptive.
Remember, all ingenious is simple Great and professional design is not the one, which is overcrowded with effects, but the one, which is comfortable, simple and user-friendly.

I've been doing graphics for about 5 years now, yes I started young heh, and I find one of the best ways to get better, is to experiment. When you see a design element you like, try to experiment using different filters, brushes or textures to see how it may have been created. Along the way you may find some unique effects you had no intention of creating but are glad you did.
And as an extra tip: When designing, always keep some of the results that may not match the exact look that you were going for, for later use. Sometimes when I'm designing something and get stuck, I look through my old files and find some great stuff that at the time had no idea could work so well with another design.

You probably wont want me to say this but designing isnt something you can just pick by reading a few tutorials, Yet, you can get the idea of how certain things are done but you wont be able to just read a few and say your a good designer. Best way to learn is really just look at other designer work find out how they done that certain style or how they made that look a certain way, Just study, study, and study and you will eventually pick it up.

Well, when i had skills...
It's really hard to explain. I designed since i started going on forums and the internet a few years ago. My friend gave me photoshop to help him make something super simple since his wasn't working. I played around with it, and made my first website with him. Started going on a lot of forums every single day and posting.
Got a whole bunch of experience and critizism. I used a few tutorials here and there, but i really was never taught how to design. This is really why i NEVER want to go to those Web Design classes in school or college. So far they have taught me nothing. You just need first hand experience and time. Keep playing around with it untill you get the hang of it.
P.S: I've seen so many young designers (yes im young too, 17) grow better at designing day by day. For example, someone i know on CFX used to be really bad at designing. Used to ignore his threads, but since time has passed he has gotten much better and i love his work. I'm sure you can get better.
