The basic Idea is that people would use natural light instead of electricity to light their houses. By moving it back, they are trying to capture some of the light in the afternoon as a product of the naturally longer days. This idea was implemented in WW2 (I think) and was designed to conserve resource for the Army. I think that there are better ways to conserve energy.
