I actually think $300 and $400 is rather cheap when you're dealing with businesses. And yes, that's just for a logo. You're not charging simply for a logo design, but for the experience as well. Too many young designers look at a simple logo and think, "I could do that." Maybe, but a lot more goes into it than just designing something cool. With logo design, comes inherent complexity and attention detail. Treatment of type, color decisions, iconotypes, etc, make logo design an art unto itself.
Sure, I've designed the quick and easy web logo for much, much cheaper. But, I take all of the above into consideration.

When i make logos i usually charge 50-120 depending on complexity.

I always say a price when I know exactly what logo I have to do. Prices start from 40$ and can go up to 250$, but 400 is way to much for me.

40$ are very cheap for a logo, you could definitely ask for more..

You can hire any designers, some ones can charge you only $10 for a logo, remember that what you pay is what you get ! High quality logo may charge you high price.

I completely agree with you.
It completely goes with the developer.He is gonna set charge for his effort and experience.
