The only real reason why it's added is because otherwise all the features that relied on the internet (weather, stocks, safari, mail, etc.) wouldn't function when you're not near a WIFI hotspot.

**** the edge network, if he has wifi at home cant he just use that without a data plan?

Yeah, EDGE is to be used say when you're in your car (as a passenger duhh :P) driving down the highway where you don't have wireless internet in range.
If he just wants it as sort of a PDA like computer to carry around the house and use the internet, get the iPod Touch.
If he really wants the phone, then the data plan will be essential for accessing the internet when you're not near an establishment with an openly accessible wireless network (wifi connection)
Not sure what the hard part to understand is.
