You can also submit your site for free in regional directories as Yahoo Asia. The only problem with the free submission is that you don't have any guarantees you get listed. But if you get in the directory then this link is one that matters for your PR.

I think with that $300, one can submit in the class-II directories that are very popular both in terms of PR and the authority.
