In all honesty, you do get what you pay for, and I'm afraid to say that my notion on the $200 is that it's rather small for such a project. In my eyes, nothing is worth nothing -- and I'm sure from the aforementioned 2 coders which have fallen through, you're beginning to realise this.
Nonetheless, if you can manage a higher budget, then I may consider taking on this project.
