Looking to Hire Developers: PHP/jQuery or JSP/Java

I have several projects that I need more resources for to meet deadlines. 80% of them are PHP/jQuery/CSS and 20% are JSP/Servlet/Java.

All projects use Trac and tickets will be assigned for your tasks. Documentation is done with Doxygen, but that's lacking at the moment. Testing is done with PHPUnit, but that's also lacking. Tests are done for new code, but the existing code doesn't have tests written. Code is in Subversion.
