Pricing Guideline-How to charge for an ad design?

Hi,

I am doing an ad design, I don't know how you guys price an ad / how do you guys charge for an 8x6 ad - both single & spread? Do you guys charge as per project basis or hourly. Can anyone provide me the pricing guideline? I prefer charge by per project basis myself, but open to any better idea. Please help. Thank you.
