Looking for programmer - PHP, Flash, CRON Jobs etc...

I don't want to reveil any information on this project before a NDA is signed.

Looking for a programmer that:
- Can code in PHP5, OOP Style
- Can make a secure user area. Registration etc...
- Can make a sleek flash line graph that reads information from a MySQL DB.
- Can make cron jobs to check information daily and update DB.
- Email system if information changes, what information was etc... (per user)
