If I ever get a chance, I would like to re-design all the websites that belong to my country's government. Their current designs aren't creative at all.

I know some of the people that design those websites, especially for the government events. I have also seen them be developed :P all I can say is dreamweaver + LOTS OF FLASH + DHTML menu creator.

That's a misconception. Pakistan pays them monthly the same amount I earn per job. But I guess that's a fair rate for their quality of work.

I mean here, In Gulf countries

Also there are people who ask computer shops for web design, many shops will take like $2000 for a website made with ms frontpage

To be fair, they get the jobs because they sell themselves better. Can't knock that.

Though I agree, most of them are crummy at best.
