Zend Framework with the integrated Dojo javascript framework is without doubt the best framework out there.

Smarty is a template engine. CakePHP is a nice framework, mine of choice. You can use Smarty with it, but it takes some modifications.
I'd say go with CakePHP

I highly recommend the Zend Framework:
http://framework.zend.com
Other popular choices are Symfony, CakePHP, Kohana, CodeIgniter.

I recommend CodeIgniter. I've had nothing but a pleasure working with the framework, and whenever I ran into a problem there always seems to be a solution with something built into CI.

I also started using CodeIgniter for an update to imgcow and must say it was nice and easy to use.
