Free Web Hosting providers do exist, yet, as Village Idiot pointed out, none are worthwhile in terms of specific requirements you may be looking for. Most oversell, don't have knowledgeable support, or don't have features needed.
Any search engine will provide you with links to Free Web Host directories.

Freehostia.com is one of free hosts you may look into, freewebspace.com and hostbidder.com are one of the best places to look for free hosting providers and read their reviews.

free hosting exists but it will not be suitable for an established website. For a small site it will do just fine.

Its going to very hard to get a domain name with that, but there is free hosting but very slow.
