Search for PDFCreator, I've used it in the past and if I remember correctly, it's free.

I use www.pdfonline.com. Just create the document in word for example and get it converted online for free

I use pdf995 (Well, print a file in word and select pdf995 and you can save as a pdf )

It it is some sort of document you would like to print, I would suggest PrimoPDF. It acts as a printer, but it prints to a PDF file.
