You can use Adobe Acrobat or you can use the plugin for windows that allows you to export a .pdf as if you were going to print something. Will try and dig it up for you.

You can also use photoshop to export pdf docs

If you have Adobe Acrobat, you can make pdf from any document(ie. html, word, jpg, ai, etc.)

If you use Open Office you can save any file made there to PDF right in the program.
