What does Coded design Mean?
I see Templates and Offers/Request that say that a design is coded or not coded. What is the difference? What is the advantage of a design being coded?

Well, an uncoded a design is basically the template, meaning you can't add text, etc to it -- it's not a functional, usable site.
Coded sites, on the other hand, allow for text, etc, to be added.

and wouldnt you know what coded is?

uncoded: just psd format. basically just an image, not functional, just the design part.
coded: coded into html/css, etc. so it's a functional website and viewable in the browser with real text, code, etc.

Freedom, Shawon, Thanks for the explanation.
Blind Child...The footer is for SEO, It never hurts to put a link.
Also, while my site is coded according to the explanation, I did not have a Template to start. I borrowed a few things from each site that I liked until I have what you currently see. My friend at Zuhu.com put up a contest, but was questioned whether or not he wanted it coded. I may be looking for a site design soon, so I didn't know what they were meaning and wanted an explanation so I would know how to describe the project correctly.
Next Question:
I know nothing about CSS except what I see on an already existing CSS file. How do you go from a template in PSD to slicing it and using CSS? Does Frontpage work good for CSS?

Safest bet is paying someone to do it or actually learning the code.

If you buy a site/design which isn't coded, you are just going to be receiving an image - probably in PSD (photoshop) form. You or someone else will need to split it up and make it into a functional website, otherwise it will be completely useless.
It's kind of like buying the shell of a car, but without anything under the hood - it sure looks like a car, but it doesn't work like one.
This only really applies when buying templates.
EDIT: From what I hear, Frontpage does not work well for CSS, and although I don't have it or use it myself, i'm willing to bet that is exactly the case. Microsoft's browser doesn't properly support most standards, and from previous experience, Frontpage doesn't even create normal HTML properly, so unless you already have good knowledge of HTML/CSS, your probably better of paying someone else to do the coding for you.
