I'd say better as opposed to more staff.

The need of staff is irrelevant, we need to upgrade the software, get it secure. Newsletters could help keep our users coming back, it's a good reminder of new things going on here, or changes made. Marketplace needs some changes, most post budget stuff in premium forums any how...
Just keep most stuff in one forum. Less confusion. New design of the board will help though as well. Always good to have a new design of the board. SEO improvements are always a PLUS! To help get more incoming hits to the board. Competitions were always good too.
Everyone loved competitions too! We should run those from time to time! Like mentioned before, redsign of the board will always help spice things up. The current style is crap. Once everything gets into place here, I'm sure TF will grow and become HUGE. Might take some time, but I'm sure it will happen.

Creating a better marketplace is going to be tough though, my opinion is the need to cut down on crap quality.
I see talkfreelance, digitalpoint, namepros and even flippa littered with the most ridiculous and pathetic crap, that is clearly never going to sell.
I'd go as far to say only let approved people list things.

I reckon you should make the Marketplace completely differently-designed from the rest of the forums; keep the same style as the rest of the forum, but make the way it functions more like a shop, something like http://supermarkethq.com/browse/everything.
My 2 cents

Shocking to see more people wanting a better marketplace as opposed to quality content.

I think i voted for both, however to me better marketplace wasn't the script but more to attract people with money, that will actually bid with the intention of paying if they win.

It's a freelance forum. There's already so many sites with decent content that trying to compete with little/no money is futile and pointless. If you get a good marketplace then the forum will pick up on it's own.

"What things would you recommend to improve TF?"
1) Remove Peter (again). It's pretty evident.
2) Put me back on staff, providing I'm nicer and state my opinions better.
Nah, but I'm all for new content, or dedicated content, but I just don't think anyone would do it, unless there's a cash prize involved. Speaking of which, what's going to happen with the current articles that were written? Perhaps those users could graciously allow those to be here, in the "Articles from the Experts" forum or something?
I voted for everything on the poll list though, I think having a little bit of everything on that list could help here.
