For those who program only occasionally, and therefore aren't PHP professionals, probably nothing worth worrying about. Because you wouldn't be using the newer features anyway. The OO features require you to know about OO, and occasional programmers wouldn't be tackling projects that needed OO.

Yeah PHP 5 is nice in a professional setting where you are developing in a team using OO features. In general though, PHP4 code tends to look like spaghetti code and PHP5 code tends to look like a weak version of Java.

Its best you get a host that has PHP5, as end of life for PHP4 is at the end of this year if I recall correctly. This means that alot of web apps that are free are going to end support for PHP4.

Php 5 is enhanced version of PHP 4 and consist of OOPS concept in more detailed form for more info either visit wiki or google

Some PHP4 scripts wont work with PHP5 which is very frusterating.

Most hosts are starting to switch over to 5 now, which is nice. The object oriented benefits (find them on php.net; there's a nice page documenting the differences/growths) are innumerable.
