There probably are, just use google, i'm sure you'll find some that meet your match, but i'd suggest paying a little bit more for hosting, as when the time comes your service is interupted by whatever means, when you start screaming their service is pants, just take notice how much it actually cost, so pay for quality, and $1 isn't quality.

Don't go for cheap hosting you will get rubbish service and you will probably be down a lot. They will also probably oversell which is not always good.
