  Old  Business license and Taxes

Hello,
I am new to freelancing. I am considering starting a sole propiatership. My company would be web design services. Before I file for licenses and everything I would like to test the waters and see how I like it. I want to do this by doing one job for a client. Can I just operate as my full name + Web Designer and not have to file for a business license?
