"Background-position: top center", would make it centered on any resolution, yes.

You don't have to login, it's just there.
And blindchild, it works because the largest resolution (unless you use dual monitors and stretch the screen) is 1600 pixels wide, which is the size of that image. So at most, you will see the entire image. The black part is the width of the actual content and will always stay the same.

You can sometimes see this on http://www.gamespot.com/ as well. I suspect them to use various images adapted to the detected resolution.
