Few methods I use:
1. Leave comments on blogs in some high PR site.
2. Tell your friends about your web site and specific posts by email or simply put tell a friend scripts on your web site and let it spread the word of mouth.
3. Put your site URL in your forum signatures and be active poster.
4. Submit your site into High PR Directory Submission
5. Submit your Article to Social Bookmarking site.
