tablet or not im guessing on brushing in photoshop, unless as quoted it is vector.
i cant really say what tecnique he uses, you have to ask him.

Alright I was just asking in general for mascot design. I have a freind whose really talented with the wacom tablet so I may see if he can draw something up for me and then having another friend go over it in vector.
