You must have reseller to give out webspace the WHM allows you to manage the server and so forth for Resellers then you got ROOT to manage the Dedicated Server.
Also, you don't necessarily have to have WHM. Its a very popular choice, but there are also other control panels such as Plesk, Helm, etc...
