PayPal has been know to do things like this, as a matter of fact they have been known to seize entire accounts with thousands of dollars while they "conduct investigations". Some persons affected by this have actually said they never got their money back.

I use PayPal as a means of accepting payments from my customers, but I dont trust PayPal too much so I never keep more than $100 in my account.
