I don't think you can enable fallback for javascript disabled browser without losing ajax functionality. You can either display them all, just like you do now, but change the background color to make the content readable, or display them in the orginal tabbed form, but when the user clicks the other tab, instead of switch to the new tab, you should let user go to another page, for example www.logicweb.com?tab=Awards, and show Awards tab as the current tab.
